Transport Licensing Forms

The Road Transport Operator Licensing Unit of the Department of Transport, Tourism and Sport mainly deals with applications for Road Haulage Operator Licences and Road Passenger Transport Operator Licences. We also authorise the addition, substitution or removal of vehicles on these licences. You must have an operator licence if you:

  • transport goods for hire or reward using a vehicle with a maximum permitted weight above 3.5 tonnes, or
  • transport passengers for hire or reward using a vehicle so constructed and equipped as to be suitable for carrying 9 or more passengers.

Road Haulage

ECMT Licence (European Council of Ministers of Transport) For international carriage of goods by road for hire or reward by transport operators established in an ECMT member country, issued on the basis of a quota system. Application for ECMT Licence

Bilateral Permit For transport operations to either Belarus or Russia. Contact RTOL Unit
Conformity of Production (COP) Document When carrying out international transport operations, drivers are advised to carry a COP document to show the NOx emissions of the vehicle. Emissions have an effect on road toll charges. Application for COP Document
Driver Attestation A driver engaged in the carriage of goods subject to Community Licence who is a national of a non-EU country and is employed by a road transport operator from a member state should hold a driver attestation to certify that he/she is employed in accordance with the relevant legislative and other provisions in force in that member state. Temporary Permit for Replacement Vehicle For use where a vehicle authorised on an operator licence is under repair and another vehicle is to be used as a temporary replacement. Temporary Permission (Death or Incapacity) Where the holder of an operator licence dies or becomes unable through illness to carry on the transport operation, a person involved in the business can apply for permission to carry on the operation for a period of up to one year.
